HSE MANAGEMENT POLICY

COMMITMENTS

PT Armada Gema Nusantara (PT AGN) is committed to operating our business with the objective of safeguarding the people, environment, assets, and reputation in the location where we operate. The “Company” shall manage HSE in line with this policy to ensure:
  • Health and Safety of our employees, contractors and those (including the communities) who could be directly impacted by our business activities.
  • Compliance with all relevant HSE regulations and local governmental rules, and to adopting existing standards in regions where laws and regulations do not exist.
  • Protection of the environment and the communities in which we operate through pollution prevention, waste, management and emission minimization.
  • Mitigation of physical security risks to our employees, contractors, and assets through the adoption of relevant international security standards and statutory compliance
  • Continual improvement in HSE performance through the implementation of an Integrated Management System (IMS) for all activities.
  • Ensure operation integrity through the development and implementation of Process Safety Management (PSM) to reduce, and ultimately eliminate, fatal and High-severity Process Safety Events (PSE).

PRINCIPLES

To achieve these key objectives, the “Company” will operate with the following principles:
  • Demonstrate and promote visible leadership commitment and employee participation to ensure the health and safety of Employees, the protection of the environment, and the delivery of quality products/services.
  • Encourage consultation and participation of workers, and, where they exist, workers’ representatives on HSE- related matters.
  • Protection of the environment and the communities in which we operate through pollution prevention, waste management, and emission minimization.
  • Promote and foster a culture of collaboration and participation among all employees in the implementation of our HSE commitments.
  • Eliminate identified hazards and reduce HSE risks, including associated Cyber Security risks to As Low as Reasonably Practicable (ALARP) throughout the asset lifecycle by providing safe and reliable design and operational asset integrity processes.
  • Demonstrate our capability to plan for, respond to, and recover from any HSE emergency or crisis.
  • Monitor and report our HSE performance throughout the “Company” as a means of providing feedback and promoting continuous improvement across the organization.

SECURITY
COMMITMENT

The Board of Directors (the “Board”) recognizes the importance of good Corporate Governance in directing the businesses of the Group. The Board is committed to the highest standards of the Malaysian Code of Corporate Governance (“the Code”) and leading by example throughout its business operations.

The Board further acknowledges the importance of the Internal Audit, Risk Management and Compliance functions toward the attainment of the highest standards of the Code. It is also the Board’s belief that Corporate Governance is synonymous with the key concepts of transparency, accountability, integrity and corporate performance.

The Board demands all staff operates to the highest standards of business integrity and enforce strictly the standards of business conduct, the Group’s Code of Business Conduct and Ethics, and standard operating policies and procedures (SOP) that Instills and Cultivates Corporate Governance and Speak Up culture. Our aim is to encourage a universal respect for high business standards.

LIFE-SAVING RULES

PT Armada Gema Nusantara offshore operation (FPSO Karapan Armada Sterling III) has adopted IOGP Life-Saving Rules (LSR) Guidelines.

Bypassing Safety Controls

Obtain Authorization before overriding or disabling safety controls
  • I understand and use safety-critical equipment and procedures which apply to my task
  • I obtain Authorization before: disabling or overriding safety equipment, deviating from procedures, crossing a barrier

Confined Space

Obtain Authorization before entering a confined space
  • I confirm energy sources are isolated
  • I confirm the atmosphere has been tested and is monitored
  • I confirm there is an attendant standing by : I confirm a rescue plan is in place, I obtain Authorization to enter

Driving

Follow safe driving rules
  • I always wear a seatbelt
  • I do not exceed the speed limit, and reduce my speed for road conditions
  • I do not use phones or operate devices while driving
  • I am fit, rested and fully alert while driving
  • I follow journey management requirements

Energy Isolation

Verify isolation and zero energy before work begins
  • I have identified all energy sources
  • I confirm that hazardous energy sources have been isolated, locked, and tagged
  • I have checked there is zero energy and tested for residual or stored energy

Hot Work

Control flammables and ignition sources
  • I identify and control ignition sources
  • Before starting any hot work : I confirm flammable material has been removed or isolated, And i obtain authorization
  • Before starting hot work in a hazardous area I confirm : a gas test has been completed, And gas will be monitored continually

Line of Fire

Keep yourself and others out of the line of fire
  • I identify and control ignition sources
  • I position myself to avoid : moving objects, vehicles, And dropped objects
  • I establish and obey barriers and exclusion zones
  • I take action to secure loose objects and report potential dropped objects

Safe Mechanical Lifting

Plan lifting operations and control the area
  • I confirm that the equipment and load have been inspected and are fit for purpose
  • I only operate equipment that I am qualified to use
  • I establish and obey barriers and exclusion zones
  • I never walk under a suspended load

Work Authorisation

Work with a valid permit when required
  • I have confirmed if a permit is required
  • I am Authorized to perform the work
  • I understand the permit
  • I have confirmed that hazards are controlled and it is safe to start
  • I stop and reassess if conditions change

Working at Height

Protect yourself against a fall when working at a height
  • I inspect my fall protection equipment before use
  • I secure tools and work materials to prevent dropped objects
  • I tie off 100% to approved anchor points while outside a protected area

HSE CERTIFICATIONS

PT Armada Gema Nusantara offshore operation (FPSO Karapan Armada Sterling III) is certified to ISO 9001:2015 Quality Management System (QMS) Standard, ISO 14001:2015 Environment Management System (EMS) Standard and ISO 45001:2018 Occupational Health and Safety Management System Standard.

The scope of the ISO certifications of FPSO Karapan Armada Sterling III includes:

FPSO Operations, Oil and Gas production, Water Injection, Gas Compression and Export Marine Operation: Storage Crude Oil Condensate, Crude Oil Condensate Offtake, storage Molten Sulphur, molten sulphur offtake. Boat operation for logistic movement.Notes: ISO 45001:2018 standard has now superseded OHSAS 18001 standard.
